Frank was born Sept. 4, 1965, in Sioux City, to Paul D. III and Barbara E. (Doherty) Willoughby. He attended North High School.
He married Gari Lynn Surber on May 20, 2000, in Hawaii. He was previously married to Debra J. (Alexa) Beacom in October 1983 in Sioux City. Frank was employed with Sabre Communications at the time of his death and had previously been employed by American Tower and Structures as well as having 20 years in the car sales business.
He loved all aspects of music. He played violin as a child, which sparked a lifelong love of music. He continued on to play the piano as well as teach himself how to play the guitar. He was a song writer and singer. He was currently playing with Cuz 'N Eddie. He enjoyed camping and spending time with his family. He was always quick to play a joke on anyone at any time and would do anything for a good laugh. Frank told the best jokes and could make you laugh at the dumbest things. He was a kid at heart. Every time you turned around, he was full of antics and skullduggery (his words). He was the type of person you wanted to surround yourself with. You could always count on him to be there if you needed him. He felt so blessed to have the family and friends that he had in his life.
He is survived by his wife, Gari Lynn of Sioux City; his mother, Barbara Willoughby; three daughters, Karen M. Willoughby and her husband, Jose of Sioux City, Amber Willoughby of McCook Lake, S.D. and Ashley Willoughby of Sioux City; two stepsons, Christopher Reed and his wife, Amy of Hubbard, Neb. and Jesse Reed of Sioux City; a brother, Paul D.
