Frank was born May 23, 1928, in Sioux City, to Frank and Leah (Youngren) Cooley. He received his education in the Sioux City Public Schools.

He married Caroline Spear on Dec. 16, 1949, at Trinity Lutheran Church in Sioux City. He worked at the Iowa Bakery for years as a baker before moving to Colorado in 1961. He worked various jobs in Colorado including construction support and food delivery, but when asked to return to Iowa to help a friend in the bakery business, he returned to Onawa, Iowa, in 1985 to rekindle his baking career. He later relocated to Sioux City and worked in the security industry until his retirement.

He was a past member of the Elks Lodge and enjoyed his past membership to the Wrecking Crew affiliated with the Shriners. He was a lifelong member of Trinity Lutheran Church. He did beautiful woodworking projects, enjoyed the outdoors through camping, fishing and hunting, but found his greatest joy in his family. He was a hard working, moral man described by family as very loyal and family oriented.

He is survived by his wife, Caroline of Sioux City; sons, Kurt (Marcia) Cooley of Sioux City, Kent (Kathleen) Cooley of Brighton, Colo., and Keith Cooley of Sioux City; a daughter, Susan (Bruce) Belles of Westminster, Colo.; nine grandchildren; and six great-grandchildren.

He was preceded in death by his parents; and a sister, Corine Rickson.
