Chae was born April 7, 1961 in Changsu-Hun, Chonpuk-do, Korea; the daughter of Kang Ho and Pok Sun Yi. She grew up on the family farm in Korea with her 11 siblings; 1 sister and 10 brothers. She was a descendent of Korean Royalty; her great-great-great grandfather was the last king of the Yi Dynasty. Chae met her future husband, John Keiper, while he was stationed in Korea with the United States Army. After a long obstacle of clearances, the couple was married June 4, 1984 in Seoul. To this union, 3 children were born. Following marriage, they lived in Korea for 1.5 years while John finished his assignment and where they welcomed their first child, Jessica. The family then moved to Panama where they lived for 4.5 years and welcomed their other two children, Jay and James. The family moved to California where they remained for 7 years and then moved to Fairfield, IA where they would settle for 20 years. Chae was a homemaker and took care of the children until they were grown. She began working in housekeeping until the family moved to Sioux City in 2017 where she worked at Seaboard Triumph Foods until her passing.
Chae enjoyed gardening and going to casinos. She was a seafood connoisseur and had a knack for finding something to clean. She loved spending time with her grandchildren.
Those left to honor her memory are her husband, John Keiper of Sioux City; children Jessica (Shane) Koontz of Libertyville, IA, Jay (Lillian) Keiper of Kennewick, WA, James (Ashley) Keiper of Ottumwa, IA; grandchildren Nevaeh, Addison, Addisyn, Maci, Jonathan, and another on the way; 10 brothers; 1 sister; parents-in-law John and Charlene Keiper, Norma Jean Reiner; several nieces and nephews; and her beloved dog, Killer.
