Debra was born the daughter of George and Maryln (Bottolfson) Williams, Jr. on December 24, 1964 in Sioux City, Iowa. She graduated from West High School in 1983 and attended Western Iowa Tech where she graduated from the accounting program.
Debra married Robert Ramer on December 16, 1990. To this union two children were born, her pride and joy, Maryln and Robert.

She loved having her grandchildren over for sleepovers, spa days, and movie nights.
